Install it, Load a save from before you entered the HQ to get the quest from Drummer Boy and you should be good to go.
The mod mentioned above fixes it so that they don't spawn in places outside of the commonwealth (so no far harbour, Nuka World, or mod locations again)
Seems to me that being "shown" were u have to goto access Far Harbour is far better then hoping u can be bothered to trudge that far, find a house and hear a argument.
BTW BOS Quartermaster quest's send you there, even if u haven't been there.
Mod that JDaermo mentioned. I have installed similar mod for Skyrim, so I don't need to run back and fort Solstheim for some loose iron bars.

Yep I get those too, very annoying when you have not been there in the playthrough (I could understand if you had been there and unlocked it as such).
AFAIR, none of those radiant quests ever directly mentions the location in dialog. It's just a text message in the vein of "Kill enemy type X at location Y".
For dialogue I believe they skip location names in radiant missions because it saves having to record unique dialogue bits for every place. It's all "I'll mark it on your map." or whatever is the equivalent phrase for each questgiver.
