With an empty bottle in your inventory, you can fill up water from any water source.
Dirty from rivers, lakes, puddles, etc. and purified from water pumps, sinks, etc.

This mod uses the same hidden perk from survival mode.
So either switch to survival, then back to another difficulty, or manually activate the perk through console:
player.addperk 00249f55

I do remember a mod soon after survival released that allowed you to fill bottles in the other difficulty levels. It never made sense that you couldn't use water in that way on release. Unfortunately a search on nexus as well as Bethesda;s mod site didn't produce any results. I have heard rumors of another site that became a place that some authors moved their mods after conflict with nexus so maybe it can be found their. Was something like better water, I do remember it being tied into the chemist and scavenger perk which made sense.

Sweet that is probably the one I was thinking of. It is interesting on how limiting searches can be on these sites. It seems like the broader the phrase is the more likely you will be to find what you are looking for, as long as you are willing to scroll.
