Only if you use mods that add those items to the Commonwealth. as TheSuit said. Besides legendary gear, the only DLC items you can find in the Commonwealth come from those raider settlement shops. Bethesda never integrated those items into the other Commonwealth loot lists. There is only one legendary item loot list, which is why you can find those legendary items anywhere you go.
Done it as BoS and Institute so far, it's a hard fight, but not impossible.
You don't have to raid your settlements to do Nuka World stuff. That's only near the end of the questline. You can go to Nuka World, do all the sidequests, explore & clear the park. . . and then turn on the raiders and kill them all. That's what I always do.
You can buy handmade rifle ammo from the vendors in Nuka World.
I don't know if the "ammo factory" machines from the one settlement DLC will produce DLC ammo.
There's also weapons in Far Harbor, whose ammo you can only buy there.
