why do some locations fail to reset?
so I've recently begun to wonder why certain locations don't properly reset. there doesn't seem to be much rhyme or reason to it, but some locations fully reset, where all junk items respawn, all containers repopulate, and enemies return to their assigned locations.

other locations only partially reset, where containers and junk do not reset, but enemies return. vault 95, and the basement at gunner plaza are two notable locations that do this.

other locations completely fail to reset, with enemies never returning to this location, and no junk popping back in, such as Hallucigen, and Vault 75.

while I've noted that Gunner locations seem to be the worst offenders (all examples I've provided are gunner sites), not all gunner locations fail to reset, and sites occupied by other factions can also experience partial or full failures to reset.

my question is, is there an in-game mechanic that specifically sets whether a location resets in the background that deliberately "blacklists" these sites once they're clear or is there a bug in the game that simply never allows the locations to reset.

because he forgot that people want to redo dungeons after main quest and even before, and the more there ar ethe better.

i use a mod to make some of them respawn.
ONCE AGAIN a mod save the game from being completely forgotten.

And yet, after listing all that this mod does, you fail to mention which mod this is, or where to DL it... Would you please be so helpful as to give us the deets, good sir?

The most common reason is, because you went back there before the Respawn timer had expired, and that resets the timer back to zero.

So in general the more curious you are about a location, the less likely that location is to reset.

we're not talking about trying to go back the next in-game day and stuff's not back to normal, we're talking about locations which can be left for in-game years and still don't reset.
Well that's not clear from your OP, so I'm giving the most common explanation to the problem as described in the OP
