Does the Libertalia have a limited number of respawns?
I'm long past the end of all storylines in all DLCs here, just messing around with settlements. Every once in a while I used to like to fast travel to the Libertalia and slowly pick off the bad guys, one-by-one. (The simple pleasures...). I noticed that it took a lot longer for the bad guys to respawn there than it does in other places but eventually they did respawn.

But lately, that seems to no longer be an option. I've traveled back there weeks and weeks (in game time) after the last time and no bad guys.

Does Libertalia eventually stop respawning?

(Note: I am Playing the vanilla game plus one mod: Tales from the Commonwealth. That's it)

i mean, its possible. i only ever clear that place a few times so i cant say for sure. sorry friend :(

Never noticed. Are we talking Libertalia commanded by Wire or Gabriel?

I'll admit at this point I don't know. Whatever quest I had to do there I did a long time ago. Now it's just show up and pick off a bunch of guys with whatever is my latest toy.

I only notice because nearly every time I fast travel there, I can hear the respawned battle going off behind me, in Nahant (some random enemy vs some other random enemy) but only ever few weeks did I show up to see those Libertalia baddies waiting to be taken down.

Wire leads the "Raiders" (they're unemployed MM) until you do the Institute's Synth Retention quest, then they're lead by Gabriel.

Because doing quest stuff before the quest can mess things up (like visiting Virgil's cave beforehand) I didn't attack Libertalia before joining the Institute. It was on a "I hate all the factions" play that I cleared Libertalia and learned about wire. I don't think it respawns after the Institute Quest, maybe it does before the Synth Retention quest.

I don't even remember the order I did it in anymore.

I sided with Railroad/Minutemen, and wasted the the BOS and Institute. Did Far Harbor and Nuka World at the same time. Those are all over. But ever after that I could show up every few weeks at Libertalia and there would be a new round of random bad guys ending with someone in Power Armor way up at the top of the ship.

That's over now, apparently.

Respawn timers depend upon your difficuly and whether you cleared the area or not.
The time to respawn can be anywhere from three days to month depending on difficulty.
A partially cleared area respawn in half the time.
Respawn timers are reset every time you load a cell.

It will respawn faster by not visiting it at all, especially if you partially cleared it.

For example, on survival it is thirty day for a cell to respawn.
If you only cleared a portion of the cell it is fifteen days.

If you load the cell by goign near enough to that area it resets the timer back to zero.

Note that the map's statement that an area is "Cleared" is typically based on having killed a particular creature invisibly tagged as the boss of that location. Usually you'll have to fight through many or most of the other enemies there to reach them, but not always.

By default, it loads things at around 1.5 squares distance on the Pipboy map, but you usually want to leave a margin around that.
