Also remember: you don't HAVE to build settlements. You can go capture them or do whatever, and even if you're required to wait for someone to show up at them (in a few cases) you can just send them elsewhere and maintain just one settlement, not leaving on the beacon.
Base building in this game if you're running vanilla without mods can be kind of dreary. It's still reasonably buggy. But there are good videos for it, yeah they date back a ways, but they're still pretty valid since most of that hasn't changed in the game for years.

Use other peoples settlements and you can watch it evolve over time.
For buildings I recommend using the prefab large wooden shack as an example of buildings to make, you can even just use the big wooden shack and shove lots of beds in it as it fits quite a lot of beds.
Personally I like to make basic wooden buildings using floor squares and roofs then using the half square open window walls on the sides as each of those walls fit a bed inside them perfectly with the similar courner pieces where needed. Then I usually have a second floor with stairs in the middle of it and fit any spare room inside with more beds. With a basic wooden structure like that you could fit all your beds in 1-2 buildings. I also like to have the roof with a bar on it and open air seating with a good view thanks to the simple wooden fences on the sides so it makes it look like a decent place to hang out. I do this same style of building in every settlement as its easy and does a good job.
When it comes to food / water / defence / power you really don't need much for basic settlements. You need 1 food and water for each settler and enough defence to cover them, like 30 food and water and 50 defence is probably more than enough, you can reach this with powerless items like basic turrets and water pumps too so you don't need more than a basic wind power turbine generator for your settlement as most lights just require the building being connected to power and don't cost power themselves.
3 or 4 settlers is enough to have someone farming crops, a scavenger station, and send one to the next settlement as a supply line. With the only real purpose being to have all your supplies connected in case you need them.
(of course, getting the settlers is simpler for me, since I just use the Spawn Settler Button mod, instead of building a beacon and waiting for them to appear.)
Meanwhile, I just live alone at the Red Rocket station. Again, stick a few turrets on the roof for defense, build a bed to sleep in, and then it's just crafting stations & various boxes to sort my loot into. /shrug
