Try loading an older lightweight save to get up and running, then load in the fat save.
Is that your actual load order?
Workshop framework is sometimes broken if you have specific other mods for settlements, it absolutely ruined my power lines since I also used the ziplines and expanded power line length mod, and once I dumped it everything was fine. Obviously if you need it for further mods just make sure they're loaded correctly.
The mod Fallout 4 Upscaler was the problem. For some reason it made my game crash to desktop not sure why but it was the cause of my issue. I would consider this problem over. thank you for all the feedback.

But second: Yes that's because the current version of workshop framework is buggy garbage. If you have a mod that REQUIRES it, I would try getting an OLDER version of Workshop Framework. The changes that the mod has made over time, has created a lot more problems than it fixes.
