Then enable survival mode again. There are no penalties or drawbacks for turning survival mode off, as there are no achievements tied to it at all. In the future, a mod that allows console use during survival mode is useful, as it a mod to enable the ability to get achievements again when using mods (if you care about that sort of thing).
Bethesda games have too many issues that are easily solved by the use of the console. The only other option is to leave the area for long enough that it resets, and hope the enemy spawns in an appropriate place.
As long as you enter that command each time you disable survival mode, yes. Normally you can't reactivate survival mode once you turn it off. That command lets you turn it back on again.
However I get by not having console access it prevents the temptation of abusing it.
When you start going down the modding route you really need to do your homework. You have to research mods and see what ricks and conflicts it has then determine if it usable.
Then you have to play around with those few mods make sure everything is running right. Then you add a few more, repeat the testing, and so on.
Some mods you can skip the "testing" because they are widely used and come recommended.
