Ok...so I killed a Legendary Chameleon Deathclaw and got a Chameleon armor piece for my arm! I walk around like the movie "Predator" (watch the movie if you havent...its old but gold)
So bascailly I just stand still invisible when I see and enemy and every shot you hit gives you 2x more damage because its a "sneak attack" even if the enemy is looking at your face! he cant see you because your invisible! PLEASE DO NOT do like Blizzard and Diablo 2 and nerf / remove an item just because its OP and ULTRA fun to use. (Iceblink for example)

The last patch for anything was in 2019, I think you're safe from having Legendary effect, known about for years, being changed by Bethesda.

If you can't see them using it, how do you know they're using it?
If you can see them using it, you know they're not using it.

It is not that hard to get a sneak attack. Even if you are not wearing any stealth armor pcs.

The CC Chinese Stealth Armor, has the cloaked effect even when you are moving.

It does.
But you don't have to hunt down a chameleon deathclaw to get that legendary armor piece.
I usually get my explosive minigun from a bloatfly or a ghoul.

It's that the brightness of stealth in daylight makes it impossible to snipe. My eyes are bleeding. Same reason not to get the Vampire "Night Walker" Perk.

stealth attacks are 1000% broken. add a silencer and any stealth modification and watch enemies fall like twigs.

yea i made a run where i wanted a secret agent build and it was really boring at one point. You don't need any gear at all, just one weapon with a silencer, the 2 or 3 perks that go along with it, and you good to go.
