Report a translation problem
As an RPG you can make up whatever you want in headcanon, but unfortunately there's not much in the way of free form assembling your own things.
I know there is a mod America rising I think that puts back in the enclave that you can kind of choose what path they follow.
A stand alone mod allowing you to recruit then set policy for them would be cool, I haven't heard of one that does that though.

And you don't have to build settlements using SS1. You can use the normal building system. So in theory you might be able to use one of the existing Conqueror factions. Which also means that you could use the faction creation system in Conqueror to build your own faction. Give it a go and see if it works. You could also ask in the Conqueror sub-forum on simsettlements2.com
In the vanilla game you can just play faction-less and claim settlements by doing the quest they give you without going anywhere near the minutemen. But they don't belong to a named faction.
If you do try using a faction, give them a uniform that stands out from everyone else. Otherwise you won't be able to tell who is friendly and who isn't in a firefight. There may be a mod somewhere that adds health bars over npc's that also distinguishes them as friend or foe.
You can become friendly with other factions e.g. scavvers by using console commands.
