as far as i can tell the main cause is the dumpster fire known as windows 11
gonna have to drop that down to 60 just to play fo4?
If you need to find the ini file to fix the video card / resolution issue that's around online aplenty.
i didnt want to fix the problem with mods but thats what i resorted to
you need fallout 4 script extender(have to launch the game with this)
and fallout 4 high fps physics fix
sadly i dont think this is fixable without mods
the game will launch but then freeze after a short bit of time
do you have it borderless and/or windowed? give it a try to go fullscreen if so and never ever alt+tab during that intro load.
Is your computer trying to do a "live" scan for virus or firewall purposes?
You already know that windows 11 is kind of iffy, and it updates a lot since it's basically still not ready for prime time. Can you revert to a prior version of the OS or a prior w11 update? Make sure that your OS doesn't update until you tell it to if you can, so you can research the kb#s before allowing them to download.
Is your video card driver proper? remembering that new doesn't always mean right, it might be needing to revert.
And did you turn weapon debris off? You say that you are attempting mods but without actually answering our questions it's not gonna go well...

Fallout 4 plays fine for most people. The biggest problem with newer systems seems to be enabling the Weapon Debris option which causes crashes on newer nVidia hardware, but that is nVidia's change, not Bethesda.
