It may be that "no drop" is what happens when a blocked or forbidden combination is 'rolled'.
At the very least, that should be true for weapons. All NPCs are programmed to seek out better weapons than what they currently have equipped. Provided they can actually equip the weapon, of course.
Yes, if there is a threat npcs are programmed to seek out weapons, we all know that. Perhaps I should have mentioned that despite npcs being nearby, they may not necessarily have looted the legendary drop, if their empty bodies are indicator of that.
I've never tested if a Siren makes NPCs upgrade their weapons. That might be worth testing.
And, oh, for a mod that made NPCs upgrade their armour, and pick up grenades, and stimpacks.
I have had that "woah wait why is this guy killing me?" experience and then realised it was an explosive or two shot auto assault rifle or similar.
Typically when the legendary enemy transforms you will get an item - most if not all the occurrences I have noticed Legendary enemies not dropping anything was by killing them without them changing into their upgraded "comeback" version. Their transformation doesn't trigger and apparently that impacts the loot.
P.s.: It just happened to me yet again at the "National Guard training yard" killing the ghoul (there are typically 2) that spawn outside right after coming out from the terminal.
It is always a frustrating experience seeing that a legendary item can change the way you play a whole run!
Either it's a bug or another mod, most likely weapon mods, tinker with the lootlists. That happens, not frequently but sometimes. Example: I shoot the guy that is always standing alone in from of CIT and he drops no legendary but a Steyr Aug which is a modded weapon which drops lvl 30+. Therefore the Aug overwrote the leg. item that was suppose to drop.
Curie and Cait will loot bodies in a heartbeat.
Maybe that is non-sense but that is my experience with over 2000 hours playing vanilla on PS4 and PC...
