The normal deliverer
Where do I get the Deliverer without getting it from the railroad. Like a normal pistol without any special abilities. I just need it because it looks better than a 10mm pistol.

You don't, its a faction specific reward.
Or just use the console, player.additem 000DC8E7 1 .

Get the Shroud Manor CC mod. It comes with the Silver Sidearm, which is pretty much Deliverer without an affix.

Anyway, a 2-shot 10-mm pistol with all weapon modifications is better
