Open up Wrye Bash and look at the Manwell Rifle's file. I believe (not at my PC at the moment) the column you want will be "index", which will give you the position of the file in your load order and, as a result, the ID.

The "help" console command should give you it, with something like:
help "quantum radstag meat" 4
You can be less specific with the name you're searching for if you're not exactly sure of it, but you will usually have to scroll through multiple results that way.

I don't know how to do any of that Azure Fang and the other suggestion didn't manifest anything DouglasGrave. Do you guys think the "getplayergrabbedref" command might give it to me?

getplayergrabbedref will only give you the ID of the item currently held by the player's "hands" (whatever object you are levitating in the game world). As such, that will only work if you have one unit of the meat and drop it on the ground. If you don't have any at all, you'll need to either follow what Douglas suggested (though the command should instead be <help "quantum radstag" 4> as direct searches can for some bizarre reason return no results) or do as I suggested:
  1. Download and install Wrye Bash: https://www.nexusmods.com/fallout4/mods/20032
If you have mods, even CC mods, you should have Wrye Bash installed to manage load order and to create a merged patch anyway, just like every Bethesda game since Morrowind.
  2. Open Wrye Bash.
  3. Sort the window by "Index".
  4. Look for the file "ccsbjfo4002_manwellrifle.esl". Take note of its index. For example, since mine is the 147th ESL-flagged mod in my load order, my index is "FE 092". Yours will more than likely be different.
  5. The ID of Quantum Radstag Meat is FExxx8E4, where "xxx" is the index of your ccsbjfo4002_manwellrifle.esl. For example, my meat ID is FE0928E4. Yours will be different.

If you're holding a piece of meat at the time, getplayergrabbedref will only give you the reference ID of that specific piece of meat while it's visible out in the 3D environment of the game world. But it's only for that specific copy, and isn't the base/form ID you'd want for quantum radstag meat in general, like if you wanted to spawn a bunch of it.

With regard to the help function:
1. What is the name of the item that you see in-game? (I don't have this particular Creation Club entry).
2. What did you enter searching for it?

The main problem that happens is when you end up searching for a name as you see it in-game that isn't what the game has marked as its actual name.

It happens a fair bit with items where the name can vary, like weapons that change between being long/short/tactical/focused/rifle/pistol/whatever depending on the mod parts used. The modifications aren't part of the base item at all, and make it hard to tell the proper name, For example, because it's neither a pistol or rifle specifically, the base name for a plasma gun is literally just "Plasma" when viewed in the Creation Kit.

But it doesn't happen much with items that don't vary, like most food.

It can be a bit of a pain to have to leave out parts of the name to do a less specific search. For example, searching for just "quantum radstag" has a good chance of returning not just a meat result but also the ID for the creature itself, and you then need to sort through the results and see which one you want (though help does mark the object type of each ID, which should be something like ALCH for a consumable item).

You're right. In this case, <"quantum radstag" 4> returns 6 entries: Head, Meat, Grilled, Stew, Mounted Heads, and the creature itself. However, if I search "quantum radstag meat" five times (which I did while writing this reply) three of them fail to produce results while two give the singular item. It's a bizarre error that has haunted the command forever.

That certainly is very weird. I don't think I've ever used the help command and had different results from using it multiple times unless I typed the item differently/incorrectly.

For example, I can use <help "handmade" 4> over and over again and get exactly the same results every single time (a mix of entries from the base game, Nuka World, and the handmade shotgun Creation Club item).

I should also note for anyone reading that if you know the four-letter code for the item type you're after you can add that as well. For example, <help nuka 4 ALCH> will give you just the "alchemy" items (consumables) that include the word "nuka", instead of everything nuka-related.
