What's the best way to get bullets for the mini gun?
The awkward moment when you spec for big weapons but have no bullets

I wouldn't rely on the mini gun as your primary weapon with a Heavy Gunner build. Mix in some other heavy weapons until you have a lot of ammo. Besides, the mini gun ( unless you are extremely lucky to find a Explosive one ) is not that good. The Gatling Laser is much better.

Can you do that early game?
In my opinion 5mm bullets exist for one reason - to be sold for cash. I don't even use the minigun to kill the Concord deathclaw. There are much more cost effective ways to kill him, and the ammo on that minigun is a massive cash boost in the early game.

You only need rank 1 in both Gun Nut and Science! to build an ammo plant, and since you only need rank 1 f Gun Nut to make 5mm rounds so yes, you can start very early, provided you start with enough INT.

That being said it still isn't easy to amass a lot since the weapon is both so absurdly feeble and inaccurate.
Abernathy is likely to be your best source of early fertiliser, but that will only go so far when you spend one fertiliser for just 10 rounds..... but you can set up brahmin in settlements to generate some more, use VATS to reduce ammo wastage and leaning heavily on damage buffs such as psycho to make ammo more efficient. Scrounger helps too.

To be blunt, the minigun is such a poor weapon that I had to use a combination of all of these to make my survival minigun only run playable. I ended up spending a lot of time managing the ammo plant and gave up by level 30.

If you want a heavy weapon that is more manageable early on you should try the junk jet or a flechette harpoon instead.

However if you must - early game nobody will sell 5mm, even if you have the money, which you won't (unless you are water farming and/or have great CHA).

The best place to get more minigun ammo is to kill NPCs who have miniguns. There is one guaranteed at USAF Olivia. I don't know of any other guaranteed early game minigun spawns, but there are some other heavy weapon spawns.

I agree with the advice that if you are going to go Heavy Weapons you need to mix it up in order to have enough ammo early game. And any game where you use Auto weapons you need to take Scrounger.

You can get the Junk Jet very early and ammo for that is easy to find. However it can be surprisingly expensive when you consider the opportunity cost of selling the junk. Even more so if you do any significant crafting, because you than have to consider the opportunity cost of *not buying* that junk when you need it for crafting.
In most cases it works out cheaper to just buy ammo than set up an ammo plant. So it really only makes sense when there is no way to buy ammo. But is true for 5mm in early game so the best suggestion is ghpstage's.

I expect you will need to become an intensive water farmer just to be able to afford to make (or buy) enough 5mm ammo.
I suggest Skibadaas Miniguns Rebirth mod, not only they look good, but are also usable in later game, which stardard minigun is not so much.

ironically the minigun is the worst gun in the game lol, use a gatling laser or something similar

To answer your question, the best way to get 5mm in the early game is to hunt down raiders and super mutants that have miniguns. When you kill them, be sure to take their miniguns, as they already have ammo inside them.

Except neither spawn randomly with these weapons early game. Hence he needs to know about any fixed spawns. By the time they are spawning randomly you can buy 5mm from vendors. Though I agree hunting for it is probably more cost effective.

I usually do that early yes, 5mm is the cheapest bullet to mass produce next to .38
