How do I find the one settler I have at Boston Airport?
When I look at my map, it tells me that Boston Airport has one settler. It's happiness is at 9%. But when I go there, I do not see anyone around. And there are no supply lines going there so it's not that.

I realize the place as a settlement has its own special challenges. I am not trying to get around that. But how do I tell who that settler is? But I would at least like to assign its one settler to go somewhere else.

Interestingly enough, not only does it not give me an option for the Garden Plot, it doesn't even give me an option for "Food" under the Resources section. Just "Water" and "Miscellaneous"

That's because you can't produce food there. I have all dlcs, no mods and was never able to build the garden plot there. The only purpose of that settlement is to build the teleporter with the BOS there.

What you can try is this. Build a scavenger station and the vault tec terminal to assign settlers to it. Build two beds, assign your invisible settler and sleep until noon. If your in luck, your settler works on the scavenger station. If not, sleep again for one hour.

If you can't assign a settler at all. You might have sent a companion (or dog/robot) to that settlement before and picked him up or relocated them again.
Companions, dogs, even Codworth can drag your happiness down, when they travel to a specific settlement.

In any case, avoid placing settlers there and just send a provisioner "to" Boston Airport from another settlement to create a supply line, if you want to build something there.
ok, first to all this ppl insist you can have garden plots at the airport settlement: you CANT, as long you not modded your game that way, vanilla way you cant do it, its as if you insist you can build all things in mechanist lair (what you cant too)

for the unfindable settler: by any chance you made a provisioner there?
I did some experimenting. Turns out I DO have the Garden Plot option. Just not in Boston Airport. In the other settlements it shows up just fine. So I think Edward is correct. I think you just aren't meant to grow food in Boston Airport.

I think I might know what the issue is with the missing settler, however. I finally remembered that once I got to 100% affinity with Synth Curie, I sent her there. So I was very surprised to bump into her in Vault 81. When I read up on her character, this was mentioned as a bug; Sometimes when you send her to a settlement, she doesn't go there, but instead returns to Vault 81. So I am thinking that maybe she shows up as assigned to... whever you sent her but goes to Vault 81 anyway.

I cannot be sure but I will verify this later on.

Drop the defense to 0 defense by storing any turrets.
Go talk to Preston.
That should trigger the "Build defenses at Boston Airport" radiant quest.
Then when you fend off the invasion it should tell you to report to the settler and mark the settler on the map.
Too late for that. Preston no longer speaks to me because I let the Raiders have settlements in the Commonwealth.

So is the settlement a vassal or a raider settlement?

There is a bug with recruiting Curie, where she typically stops outside the medical room where you hand over the cure in Vault 81, but the quest target only turns off properly if you recruit her inside. So whenever she's not your active companion, she keeps following the quest behaviour to go back there because it has a higher priority than general settlement work.
Yes Boston Airport is special with a very restricted set of settlement structures you can build there.

More so than the underground settlements, which also have some restrictions.
Just connect it with other settlements network that can share food. After all that WAS BoS strategy from the beginning.

The Garden Plot is in Miscellaneous.

Nope. I did temporarily make some outlying settlements Raider settlements a long time ago to fulfill the Nuka World Quests but Boston Airport was not one of them. As I recall, that's the trigger that makes Preston stop speaking to you.

I tried loading with the Mod Disabled but had the same thing.

It's also possible certain mods like SOE or OCDectorator puts things weirdly if you don't set things up right. I struggle with menu scripting whenever I play with mods. =/

If you completed Open Season and killed all the raider leaders Preston will talk to you again.

The only mod I have it Tales from the CommonWealth which I installed in-game, not with an external tool

I have completed it and killed all the Raiders but no, he still won't. I've long since finished Nuka World, liberated the people etc etc. They're so happy they sometimes walk around in their underwear to celebrate freedom :-)

I never thought twice about Preston not speaking to me again because everything I've ever read about that says that once you cross that line with Preston, he never talks to you again no matter what you do.
