Finished Reunions, left Fort Hagen, but no Prydwen?!
I have finished the Reunions quest having killed Kellogg, I left Fort Hagen, but got no cutscene where the Prydwen arrives. There ARE Brotherhood troops occupying Boston Airport, but the sky is clear. I most emphatically do NOT have the 'Shadow of Steel' quest in my available quest list. I have done a fair bit of galavanting about the wasteland since then and I have not met any Brotherhood troops anywhere.

Is my game borked? Is there some other way to get the cutscene to get the game to progress? I suppose I can continue to play without the Brotherhood being a part of the goings on in the Commonwealth but I had hoped to at least have access to some of the Brotherhood resources and characters.

Did you leave Fort Hagen via the elevator that takes you to the rooftop? or did you somehow manage to backtrack all that way through the building to where you first entered... 'cause you'll want to use that elevator otherwise game is broken & it's previous save time.

Did you properly leave Fort Hagen by taking the elevator to the roof? Under normal circumstances (i.e. no messing around with console commands or mods), the door leading back will be sealed so that you can only exit via the elevator.

The trigger for the scene with the Prydwen arriving is tied to the terminal on the roof of Fort Hagen that you use to open the door after coming out of the elevator. If you somehow skip or avoid that, the sequence doesn't work correctly, but you could try going back there and using the terminal on the roof exit.

Whether you immediately get Shadow of Steel also depends on whether you've already helped Paladin Danse at the Cambridge police station. If you've never met him you'll get a different quest at first and only get to Shadow of Steel later.

I think you've found my problem. It was a day or two ago so my memory is not completely clear, but I seem to recall the normal way for me to exit was blocked somehow and I retraced my path to the entrance in order to exit. I guess I'll try returning to Fort Hagen and try to exit appropriately by the elevator... Wish me luck.

I did do the Cambridge police station quests.

I've had ( in the past ) had mods that would block certain quests ( 4 days ago I had a follower mod on Skyrim that locked me out of the civil war quest ) or sections of quests in the past . It's usually two or more mods of the same type clashing with each other that can cause this .

Sure enough. I went back to Fort Hagen and back to where I'd killed Kellogg, then looked around for an elevator. Found it, took it to the roof and presto! Prydwen cut scene.

Yet another of those weird things that apparently, playtesting didn't tell them to expect.

The weirdest part is that they anticipated the general problem and the game has deliberate measures to stop you backtracking. The door leading back seals shut when you go in to meet Kellogg (paired with opening the door that lets you in), and it doesn't reopen until after the quest is complete.

In investigating this bug before in my own unmodded game, I've never once been able to get the door arrangement to break. But for some people under some unknown game condition it does. Since I can't replicate it, I can't even tell whether it's the result of the door not shutting in the first place, or it reopening too soon.

The previous time's I've looked into it also involved mods (at least UOF4P, and some others I don't remember), which creates another obstacle to working it out because you don't know if it's entirely Bethesda's work, or if one of the mods caused the problem.

I run a lot of mods, but for the most part, few if any modify the landscape or specific quests. I suppose it is always possible a mod author inadvertantly changed some thing utterly unrelated to what they meant to work on and introduced a bug... Might it have been the result of me jetpacking onto the top of the roof and entering from there? Not in game now so I can't see if that might have been a potential cause.

Entering shouldn't cause any problem, just exiting the wrong way so that you missing using the terminal that triggers the Prydwen appearing. There's even scaffolding around the back that allows you to climb up to the roof without needing a jetpack.

It's literally the exit.

It's directly next to the boss fight. With a marker. And an open door.

How did you 'lose' two hours. The prydwin spawns only when you do it right, so how is this on them? You were pointed to the door. I literally just did this mission about a day ago. The only way you could get out otherwise is to backtrack the entire building. Which would be unlike every other area in the game, which you never have to do.

Normally, you're not supposed to even be able to retrace your steps coming in since the way back is typically blocked by a locked door. It's always been that way for me.
How anybody can get through that .. escapes me.

It escapes me too; Bethesda went out of their way to try to stop anyone backtracking by having this door shut when you go in to meet Kellogg:

I've tried to work out how it can break, with no success beyond a vague possibility that there's sometimes a mod involved. In an unmodified game it's designed to shut in tandem with the door letting you in to see Kellogg, and not reopen until after the quest is complete.

Going back isn't the only way out. The room with Kellog also has two doors that leads to a hallway that takes you back down.
