This will help a lot. I don't know how it interacts with VR, however, like most of the mods are not intended specifically for it and may get weird.
Adds numerous items in addition to the kids wandering around.
Also if you look up Spiff's Wasteland Clothing Pack that MIGHT be where I have other stuff that can be created at its own work bench but it's been removed and only found on a reddit thread media link. so be careful with what you're clicking.

while clicked on them? If you have other kids clothes you can swap them out in that container as it acts as a trade window.

Stop trying to make this sound Pervy. There are Children in the Future, Deal with it.
Simply using console commands with the vanilla kids outfits won't work. They will initially equip the outfits, but will revert back to their default attire every time you leave and re-enter the cell.
@Fang... I don't know if it was that site... but it was a FO4 Wiki which listed the codes for all children clothing. As well I received the message {I.e. Kid's Dress added)
@Doug... I'll give that a shot... but it's tricky trying to select someone in VR... but if I manage it would I type [ EquipItem {ItemID} ] ?
Otherwise, I haven't tried the Mod Zek suggested, yet... but hopefully that will resolve this issue for me.
On my BoS RP I tried to make Syth Shaun a a Squire with the Squire uniform. It reverted after leaving the area and coming back. Same thing on my grandchildren that I tried to equip with the street urchin rags on my Hunter/Trapper Far Harbor RP. Same problem, always reverted once you leave the area cell and come back.
Settlement Menu Manager is the only thing required for most mods, and none of the ones I've ever used (or would link) appears to use SKE.
That aside, I'm assuming you're using Workshop Synth Production to achieve this? If so, please keep in mind that the mod is notorious for some rather critical bugs, culminating in Synths eventually turning permanently invisible and clashing with F4SE even after the conflict was supposedly fixed.
You'll have to use a mod, or use console commands to bring children that are already equipped with the attire you desire to your settlement.
I had to use the same console command procedure to move the two children siblings from Sommerville Place to my Far Harbor fisherman's wharf settlement on Longfellow's Island in order to make them my grandchildren. They retained their rags and are copacetic on their chalk drawing and fire hand warming settlement activity markers. They even use the child beds I crafted for them from another mod.
Without mods, children with console commands are very ornery and capricious. But they can be corralled.
