Honestly though if the game GOTY edition is available on deep sale right now, it's WELL worth just buying now and finding out, because then you'll have it.

And I have 2048 MB of VRAM exactly. Will that be enough, or do I need more so it's not at the max?
The RX 550 is lesser than the HD 7870, but surpasses the GTX 550 Ti by a good margin.

The 750ti 2gb gets around 60 fps at 1080p low settings
The 250x gets 35.
That would mean the 550 would get around 40 fps in low load areas, 20 downtown.
The cpu isn't ideal either.
If you want the pc version for mods, I wouldn't bother. Mods place extra load on both cpu and gpu. So your hardware isn't a suitable modding platform.
Note that new gpus might not have the right connectors for your monitor and your power supply would need to be checked as well.
And how is my CPU not ideal? It's got eight cores.
Reducing your game's settings to bare minimum and working upwards until it plays decently enough to run around without being a slideshow would really be the only option. A video card with more vram would be better, paired with that one. the cpu is reasonably fast, but not necessarily 'the right' one for gaming.

Oops. I was looking at the i5-2300 mentioned above not the 3700x. A 3700x will be OK. Number of cores doesn't matter as FO4 only has 3 main threads. The main cpu attribute that is important for games is the single-thread speed.
Regarding settings, you could download a low res texture pack mod. Install with a mod manager and enable/disable when needed. The catch is that many mods use their own textures.
There are some rx550 vids on youtube with fps scores.
Should still change INI settings though to get the best you can, changing uGridsToLoad= in Fallout4.ini to 3 or 4 should help out as well.
