Fallout 4 - I lost Vault 88! - HELP!!

So I was setting up a settlement in Vault 88 using RotC. I go to choose a city plan and there was one called Vaultland 88. I decided to give it a go. It started and I left right away like a usually do to let the city build. So quite a while later I see that the settlement now has 22 settlers so I decide to go back, check it out and get a provisioner set up. I go and IT IS GONE. Basically, the settler are continuously falling through nothing. Its like the space is void. There are settlers trying to walk around in nothing, dogs trying to walk around in nothing. Its like it got deleted. If I go into it, I just start falling then get teleported back up and fall again, etc. Where structure, i.e. walls, ground, everything should be is just bright white.

I have tried everything on the holo tape to reset it. I've verified files through steam. I simply can't figure it out. The rest of the game works fine except for Vault 88 is basically gone. Am hoping that there is someone out there that might have had a similar problem and figured out a way to fix it. I would post a screen shot but can't seem to figure out how to do that in this forum.
