"Basement Tunnels"/"Abandoned Building" next to "Holy Mission Congregation"?
I'm play FO4 with Tales from the Commonwealth. So I have no idea if what I have found is part of the game or the mod. But basically , right next to the "Holy Mission congregation" there is a pair of Storm Cellar doors next to a building. When go up to them, they're called "Basement Tunnels" and the UI says they only open with a key.

On the other side if the building, next to the river, there is another door inside that is labeled "Abandoned Building". It also requires a key

So how do I get this key? There were some raiders outside the building who I took care of but none of them has any key on them. I searched around and didn't find one.

Note that I'm pretty much at end-of-game here. I've completed all the regular storylines and am practically invincible at this point. I'm just curiously seeing whatever else I've missed. Maybe this is part of some quest I've already done, I honestly don't know.

Anyone know. For point of reference, this is reasonably close to "Backstreet Apparel"

Anything that 'requires a key' to open is a mod. Figure out which part of the mod you're in and read the mod's forum area.

Yeah I figured. I'll try that. Thanks

yea that is true too, the way bethesda blocks access is to simply disable the door or put scrap in front of it until the mission starts that uses it

WARNING:
Okay so putting this here cause after my last edit I really think this should be on top, I wholeheartedly recommend you only starting this whole endeavor once you have done Both R4's and Audrey's Affinity quests, now the order is not relevant, you can do Audrey the R4 and come back or do R4 then Audrey and the head straight to the first quest but from what I can tell you actually get some lines differently if you actually reached max Affinity with both (or at least R4... or maybe just have had her as a companion... can't really tell but I did get some lines of dialogue that would indicate that.

OLD :
So I get this post is really old, but in case someone stumbles upon this like I did, figured I would answer the question since I figured it out, so this particular area is only unlocked by interacting with R4-04 in the railroad headquarters, a companion added by the mod Tales from the Commonwealth, now I didnt want to spoil it for myself since it's the first time I'm running a playthrough with the mod but from my understanding it's a affinity quest that will give access to said area. Hope that helps anyone that finds themselves in this same situation.

Edit:
Ok so I went deeper into the Rabbit Hole once I finished R4-04's Affinity quest, ok so the quest is not given to you by her, well not exactly, so long story short I'm about to tell a story if you don't wanna read it just skip and at the end I'll be sure to put the process to get the quest.

ok so once I failed to get the quest I decided to head to the area and break in, try to look for clues, you see last time as soon as I entered I got a scene with R4 (gonna shorten that) but not this time (Maybe cause she was already with me? IDK) so I went deeper into the area and I triggered a quest (Memory Loss), now the work had begun, I searched the quest and soon found out that the area was only unlocked by taking an item from another quest to R4 (like I said given by her just not without some work), now, luckily the prior quest was named so all I had to do was search it (It's name is Alternative Medicine) and so I did and found out how to begin it, so here it goes.

Story Over Answer here:

Get Audrey (Another Companion from Tales) from Third Rail in Goodneighbor, now I am not sure if you need her quest finished but it is only a small quest so you don't really lose much by doing it first (I did it long before now and the save has been long gone for a while sry) so once Audrey is with you the next step is just heading to Diamond city and talk with a Chinese man named Tzen who will only give you the quest if Audrey is present, once you are done with that quest go inside the building (not the stairs) and find room 63, you can fid the notes on top of some furnishing directly in front of you as you enter, talk to R4 (You can send Audrey back before going for R4 as this now his her quest) and the quest should start (did for me).

In case you have dismissed Audrey and she is missing read this:

Now I actually run into an issue here where I couldn't find her, (she was inside the last area of her quest behind the vault door I actually went there and didn't see her...) so if you are having the same issue here's what you gotta do,

Save your game and then load a save where Audrey is either present or you can get to her (don't worry you can go back to your save) and once you do open the console and click on her giving you her object Id.
Once you have done that you just have to go back to your save and use the console to either call her or go to her:

"ID.moveto player" write this in order to bring her to you (Didn't work for me but it might for you who knows)

Or

"player.moveto ID" write this to go to her (did it for me)

If you don't have console or are playing on a console try going to where you dismissed her and look for her there, but like, everywhere, especially behind doors and such.

For a more detailed but Spoiler heavy version of that read this:

Ok so first things first, getting Audrey, if you haven't found her yet she's supposed to be in the Third Rail in Goodneighbor look well she sometimes is in some weird places, now once you have her as a companion if not done previously you will have a quest, now like I wrote before I have no idea if that causes any sort of interference but I suggest you finish that before moving forward here, now once you are clear of that, or not, head to Diamond city and find some guy named Tzen, (head to where the mayor makes his speech and you should head some guy raging in chinese), once you find him initiate conversation and guess what dude speaks plain English, in fact he ain't even Chinese, as the Mayor would say, "The level of dishonesty", so now once you speak with him you will have to follow him and then he will give the quest Alternate Medicine, go to the clinic talk with Carmen, go to the Tunnels, initiate first and second meeting (some beds around where you can sleep 24h), and now you have a choice, now if you decide to torture Hitch you will actually get the wrong code making what comes next much harder and possibly getting Carmen Killed, however if you decide to go a different direction with the interrogation you will get the correct code and what comes next will only be a little hard. Now once you have the code you have to go back to the clinic and talk to Carmen there, after that just head to the Hotel and talk to Carmen (Hotel is to the east, just south of Shamrock Taphouse and Carmen is inside the hotel so you can kill the raiders outside), once inside you have to choose, stairs and stealth (kinda) or elevator and loud, now I did the stairs so I can only speak for that route (if anyone does the other feel free to post of tell me about it and I will put it here together with a mention of you, or not if you prefer), so if you go through the stair you have to run up to the top while killing a whole bunch of dudes, now here the only important thing is speed so no need to be stealthy (I mean I wasn't just killed my way to the top with a rifle) and once you are at the top walk through the door (SAVE FIRST), now once you are through the door, if you were fast enough, Carmen should still be talking with Murry (Murry? Damn I literally just did this quest and already forgot the guy...) anyways she should still be talking with the guy in charge... just kill everyone, and if possible save Carmen? I mean it's not really necessary but you know... so anyways yeah that's that for that, just kill everyone and you will have a small conversation on the rooftop with Tzen, Audrey and Carmen (if alive), once you are done here go inside the Hotel through the other door and there should be 3 doors, one is the vanilla where the skeleton is with all the dolls and stuff, and the other two are a Lab (door to the right, Nº62) and the place where you will get the notes (door to the left, Nº63), it is also the, I guess, reason why you go for R4 in the frst place cause there's 3 synth kids in there who where actually kidnapped.

Damn this is huge now ... Have a doge
