Can't Use KB/M, Only Xbox Controller

For some reason I can't use my keyboard and mouse, only the controller. Only happens with this game.

Nope, and now suddenly the keyboard won't work. Seriously? This game from seven years ago just suddenly won't work now when I want to play it.

Are you using Big Picture mode?

What is your system like? Find your specs at the top of the steam library window, click HELP > SYSTEM INFO and post it here.

Generally speaking, unplugging any controller or other non k/m controls BEFORE launching steam should work. If you haven't restarted your computer since you removed the controller or at least restarted steam, you should do that.

3000 hours in this game and I have always used keyboard / miouse, something is wrong with your setup

I don't have this problem with anything else.

It doesn't much matter - if your game's ini is set up to say you're using a controller, it won't use the k/m.

Since you have yet to say what your specs are there's zero chance of much else of use.
