My fps is capped at 120 - is this bad?
Originally my game was always capped at 120 fps, and then 60, and now 120, is this bad?

Yes.

The in-game physics is tied to frame-rate. You will have all sorts of problems with 120 FPS.

If you have Nvidia use the control panel to set adaptive Vsync to your monitor's refresh rate (if its 60 FPS or half refresh if its 120).

You don't want to be going above 75 FPS and want to average around 60.

Do you know if 120 fps cap is common and why this happens?

it's the old skyrim engine and everything above 60 fps and the physics engine goes berserk. It's not as bad as in skyrim I read that 75 fps or even 90 fps is doable however there is a chance on weird physics behavior.

A 120 fps could be build in don't know however I think if you would go above some serious problems can occur.
