I hope Bethesda releases an official fix, if only for the console players who won't be able to access this for months, even after the CK is released.

Here's hoping that it works 100%. Even if it does not, it won't cause serious issues to the game, snce they're just ini files.
Please make a test yourself. Load up a female Sole Survivor, go into third person, look at her from the front and watch for a minute or two.
The issue is mostly for female animations and is most visible in the beginning of the game (interacting with objects) and in conversations.
Same thing was with Witcher 3 Horse Animation microstutter. The stutter was there and many were able to see it, but many were not. The devs did fix it in the end.
As someone who plays a new playthrough every time a patch comes out, I kind of know what my character should be doing and what she shouldn't. So having her thrust her chest everytime she interacts with an object or speaks in a conversation was clearly a DLC error.
I did however notice the same thing with the male character.
If you were using http://www.nexusmods.com/fallout4/mods/11944/? to fix the issue, you can now delete that mod.
