Randolph Safehouse 6 Glitch [Spoilers]

So I'm on Randolph Safehouse 6 and I'm told to check in with Desdemona. She's out at Mercer safehouse where I'm building the array. She's smoking and when I interact with her she only says "I have someone who wants to meet you." She won't do anything else and I have no idea what to do.
I've only seen posts about quest part 1 or 3 with bugs, but I haven't seen anything about 6. Can anyone help me out? Thanks!

I'm having the same problem. I looked for a solution online, and found a walkthrough video in which the randomly-selected site for mission #6 was Vault 95 -- and I noted that at the end of that video, Desdemona was waiting at Railroad HQ just like all the other times. I suspect that because I've started building the hardware necessary to teleport into the Institute, she's re-homed to the Mercer site and the person I'm supposed to meet (Mr. Tims) didn't go with her, so the script can't continue.

I tried going to HQ to find Desdemona, and she doesn't appear there. I'll look around for Mr. Tims, but I don't have a lot of hope that I'll find him. I might have to finish the current bit with the Institute teleport hardware, see if she goes back to HQ, and try to turn this in then.

I ended up reloading saves and moving items around until he eventually moved near the bus stop instead of the corner of the building with the workshop. That prompted the dialogue

You must complete the Molecular Level to progress these quests. Any quest that you have to turn into Desdemona or Tinker Tom cannot be completed until they are sent back to their little super-secret psyops base once they have relocated to the Molecular Relay Build site.
