I actually just got one of those.
I can't say about Lorenzo's special gun, because the guy's a parasitic creep* who needs to die and always does in my playthru, but I can say regular gamma guns are awful awful awful compared to a well-modded laser rifle + rifleman perk.
*Granted the whole Cabot family are creeps, but at least this way you can make the surviving ones face their mortality.
The Electric Signal Carrier deals energy damage to ghouls. Straight energy damage. This energy damage is boosted by both the Gunslinger and the Demolitions Expert perks (as the blast deals explosive damage which, itself, is energy based once the Electric Signal carrier is installed).
This seemingly useless gun can be a mockery to the ghouls with proper mods. Sort of like beating someone to death with a first aid kit.
I think it's something to do with either the concussive effect or the limb damage still hurting them enough, despite the gamma gun's primary effect being useless (I haven't extensively tested to determine the cause, just enough to compare the killing speed of the ghoul slayer's and regular gamma gun).
