When you're away from sanctuary, check the status of workshops in your pipboy. Most likely it'll have a warning next to beds, even though you have more than enough. The tv's having power cause this. And fast travel doesn't affect if you're in or not, didn't for me.
If you want a happy settlement, it's far easier to set up a 2 person one somewhere and get it going. I actually got jamaica plain to get to 100% first, even though it got attacked a lot, shortly followed by starlight drive in.
Uff... I guarantee you that is absolutely the problem causing your issues. Never build them and delete every TV and Jukebox in every settlement that you find.
It could be due to some people not having a bed to sleep in. Even if you have enough beds placed some npc's don't use one and you have to assign them manually. Wait till midnight and see if anyone is still up and about, if they are, simply send them to an empty bed.
It's also possible the hud display is just bugged a little bit and the arrow is pointing up instead of down. I hear is very common for the settlement display to bug out.
There's no shortage of beds displayed, but I'll do what you said just to be sure.
There is quite a few issues that can cause unhappiness to drop through data corruption. Although you admitted to the TV problem, lol.
The game uses three sources for settlement data, then whichever source is use is what it uses to calculate happiness.
1. Being in the settlment (This is the accurate data) and usually why the game corrects it back to up green arrow.
2. Cell drawing distance. If you are in nearby cells around a settlement then what can happen is items outside the draw range are not used in data collection. This cna be seen on Spectacle Island a lot becaus eof the immense size. Obivously you need to be in a neabry cell for this to occur.
3. Remote pipboy data which the problem is the source of corruption is the innacruate reporting of settlment population. This causes a crapload of issues, bed shortages (not 0 beds like TVs), food shortages, water shortages, and dividing bonus happiness by more settlers than is there. Some of this can be avoided by providing excess beds, food, and water.
If you are really good with console commands to monitor settlement actor values (mostly target happiness) then you will get the picture really quick.
Now the biggest thing is the way current happiness moves towards target happiness. The closer current is to target the slower it moves, the farther it is from target happiness the faster it moves. So if you happen to get hit by data corruption and suffer a penalty for water shortage (-2% per % of water missing, max -50%), food shortage(-50%), and a bed shortage (-20%) it will make your happiness do a nose dive to reach the target faster.
The best way to counter the data corruption is visit the settles you care about often enough so the data gets corrected before it takes too much happiness damage along with providing the extra food, water, and beds.
I mean you give them TVs, but why aren't they big screen and 4K? Why are they forced to sleep in the same room as someone else? Snoring is annoying. Why do they have to work all day just so that you can take most of the production? YOU ARE GREEDY! Plus shouldn't you have built a paradise BEFORE inviting them to come as settlers? See, no wonder they are unhappy, they think in the same way as forum posters.
Using your theory. Settlers act pretty damn dumb, much like you and your post.
They should have holotape tv players and holotape video rental stores you can find movies at.
So what you may think is the TV bug sometimes is simply the cell did not fully load with all your stuff.
The TV bug does exist because fast traveling away prevent 90% of the failed cell data loads. TV bug also only affects beds, not power, defense, etc.
