That quest is horrible... Over 200 years in fridge.. Sure someone would hear earlier that kid is in fridge etc...

heh heh, no that isn't Billy's parents. As has been mentioned, it is a side quest that has you releasing Billy and escorting him back to his real parents in Quincy, more than that I will not say.

You may also encounter the Vault Tec Sales Rep at some point in the game too.
