Outside the wire- can't give Proctor the holotape.

The Prydwen boss (can't remember his name) keeps on telling me to give the holotape to Proctor Ingram but whenever I approach him (someone said her?) I get the same old dialogue options regarding technical documents and scribe quests. Is this another bug?

Which faction did you build the signal interceptor with?

If you did not build it woth BOS help this quest will do that. It is one of the side effects of changing which faction you support during act three.

The quest can be ignored if you did not build the signal interceptor with the BOS.

I eventually gave up looking for her on the Prywden and found her at the airport. Problem is there is no dialogue option to give her the holotape.
She just gives me a quest to fetch a Beryllium Agitator from Mass Fusion.
The Institute have also requested me to get this item. Undecided who to follow.

well this is the main choice I mean you will make one of the 2 your enemy so what do you want aid the institute or get writ of them?

Not help either faction by not completing their quests? I am still clueless as to which faction I want to side with. There seems to be pros and ♥♥♥♥ whoever you join. If I go with the Railroad would it not be wise to keep the others friendly as long as possible and not completing this particular quest for both sides?

well only with the minutemen you can achieve a peace with 3 factions (excluded institute) however in all other cases one of the factions will become hostile and you'll get the mission to kill at least 1 or 2 of them before the endgame only the chosen faction and the minutemen remain. So if you don't know it yet .... postpone do some other missions however mass fusion is a point of no return.

If you go Railroad you will make BOS an enemy, because you'll do Mass Fusion for the institute. Only postponing will buy you some time however at a certain point you will have to make a choice. Btw you can always make a save and play all variants.

that's 3 days in the brig for confusing ingram for quinlan. Yes they may both be genderless but the brotherhood does not discriminate..unless you are a ghoul.. or synth.. or anything non-human.. Oh and recruit? we currently do not have a brig setup. So hurl yourself off the prydwen.

I'm still looking for an explanation as to why I cannot give Proctor (the correct one) the holotape to complete that quest.

To get given the quest "Liberty Reprimed" I have to first complete "Outside the wire" but as Proctor cannot be given the holotape this quest is never completed. Either I must fulfill her request for me to go to Mass Fusion thereby siding with BOS, or give up on being given any further quests by BOS, in which case I may as well side with another faction to get further quests.

All sorted. I unchecked the spoils of War quest and checked the Mass Fusion quest where the options were to relay to mass fusion or talk to BOS. I was then able to give her the holotape without her telling me to go to Mass Fusion. I can now do Liberty re-primed and I believe part of Blind Betrayal without reaching a point of no return.

Hello!!! I desperately need your help! I am having the same issue and I can't seem to figure it out. I progressed to massfusion without completing all the brotherhood quests I wanted to. I have not traveled to mass fusion so as of now I'm neutral with both sides. The issue is I can't speak to Ingram to do the quest I want so I don't kill Danse when I eventually side with the institute. What do I do?!

Had the same issue.

Solution:
Open the consol and type

SetSatge 0013C640 200
or
SetStage 0013C640 255 (Only if Madison Li joints the BoS)

This set the Stage from the Quest to the Point where you gave the Holotape to Ingram and the quest should be finished

Can be used for all quest.

open Consol and type

GetStage <QuestID>

Stage should be something like 100.00

than type

SetStage <QuestID> <StageNumber>

QuestID and StageNumber can be found on the Fallout4 Fandom page on the Quest page
