If you did not build it woth BOS help this quest will do that. It is one of the side effects of changing which faction you support during act three.
The quest can be ignored if you did not build the signal interceptor with the BOS.

She just gives me a quest to fetch a Beryllium Agitator from Mass Fusion.
The Institute have also requested me to get this item. Undecided who to follow.
Not help either faction by not completing their quests? I am still clueless as to which faction I want to side with. There seems to be pros and cons whoever you join. If I go with the Railroad would it not be wise to keep the others friendly as long as possible and not completing this particular quest for both sides?
If you go Railroad you will make BOS an enemy, because you'll do Mass Fusion for the institute. Only postponing will buy you some time however at a certain point you will have to make a choice. Btw you can always make a save and play all variants.

Hello!!! I desperately need your help! I am having the same issue and I can't seem to figure it out. I progressed to massfusion without completing all the brotherhood quests I wanted to. I have not traveled to mass fusion so as of now I'm neutral with both sides. The issue is I can't speak to Ingram to do the quest I want so I don't kill Danse when I eventually side with the institute. What do I do?!

Solution:
Open the consol and type
SetSatge 0013C640 200
or
SetStage 0013C640 255 (Only if Madison Li joints the BoS)
This set the Stage from the Quest to the Point where you gave the Holotape to Ingram and the quest should be finished
Can be used for all quest.
open Consol and type
GetStage <QuestID>
Stage should be something like 100.00
than type
SetStage <QuestID> <StageNumber>
QuestID and StageNumber can be found on the Fallout4 Fandom page on the Quest page
