Verify the game cache:
Steam Library > Right Click Fallout 4 > Local Files > Verify Integrity of Game Cache

If you redownloaded the game, there is a fallout4.esm. Since you uninstalled you will need to open NMM and have it rescan your pc to get it to recognize that you have FO4 installed again.

Did you try actually starting the game?

Some of the files aren't generated by Steam until you run it the first time to complete the installation.

If you mean the opening garage scene, it should.
If you just opened the launcher and never hit play, might not.

Sounds like your classic "Windows gets pissy if it isn't run as an administrator" issue, though I can't tell you whether it's the Fallout executable or the NMM that is giving you fits.

Thats actually exactly what it was. Now NMM is running fine
Well my NMM is NOT running fine. I have opened the game to the point of initially designing character's face in the bath rm scene, and moving into the dining area, then made a save and stopped the game there. There is STILL no .esm file in "C:)Program Filesx86>>Steam>>SteamApps>>downloading>>377160>>Data>>, and therefore, NMM will not work without that file to read. Now .... How do I fix this short of a complete re-download/install?
