Paladin Danse will be in the court yard... after speaking to him you'll be invited inside.
There's another entrance in the garage to the left of the station's front entrance. I don't recall if it requires a key or if it can be lockpicked but you can try do enter the station from there
As people say you have hit a bug, he is not supposed to be on the roof, try going away for a day and come back, fast travel to a location nearby but not the police station and walk there.
If still having problems all I can suggest other than a previous save is use, 'tcl'no clipping, go to the roof continue the conversation.
If the game states there are more enemies, make sure the quest is selected as your primary mission and look for red dots, I would find the odd couple of gouls in the next street and would not attack, so I had to go looking for them.
Danse is a troubled person because he has lost most of his squad and now he is left with two children. Haylen who has a little crush on him, and the boy Rhys on who Haylen also has a crush. Both are useless for their mission and need the Sole Survivor to do their jobs.
So he is not in a good place. Just let him stand on the roof for a week or so and when you return he will be down to talk to you. He just needs time.
They're not "children". Where do get that from? The Brotherhood doesn't recruit children, although there are younger Initiates who are not involved in the action and fighting. Haylen and Rhys don't leave, because they are under orders to remain at their command post. They can't just go wandering out there to take care of hot spots and find artifacts. Rhys is certainly very unlikable....certainly ACTS childish, and is a complete jerk to your character, but comes around after the fall of the Institute.
This is absolute nonsense. It's plainly a bug. I've done 3 playthroughs, and NEVER encountered Danse on the roof.
He was kidding. We all know Danse should not be on the roof....
