MODS are the problem. The end.
I run into this issue a lot, due to me being addicted to building. I do not use any MODs, i use purely console commands for everything I do. If you are using a PC, this will work; XBOX im not sure as it requires console.
After you successfully remove the wire. Quick-Save the game, transport to another location and sleep for 24 hours. This should clear the object from memory.
*CAUTION: Always disable first before you markfordelete. once you markfordelete, you cannot undo it even if you enable the object. You will need to reload a previous save game. This helps you make sure you selected the proper object ID.
