On one hand,The Brotherhood of Steel side of me want to say "AD VICTORIAM!" to say the Brotherhood is less evil.
But on the other hand?Brotherhood wants to take technology away from the human race.They even have a giant robot that 1 hits everything.They are the true monsters.They want us all to be Tribal once more while they are flying Space ships to seperate Galaxies(?).

Edit: as for the "who's more evil" question, that's totally subjective. One could say even the Railroad is evil for caring more about synths than real people.
