Disabled all of my mods, that seems to have fixed it...unfortunately.

This is a copy of a fresh start " Quick Start " so to speak skips all the boring start and is steps away from the "Character change" spot so. Have fun!
This Savegame was taken just before the exit of Vault 111, only a few steps away from the character re–create point. I collected and looted everything I could find in the Vault, no reason to turn back. As it is the character is male and looks pretty much like me, although the purpose of this Save is to give you the option to skip the prelude, create your own character and start directly into the wasteland.
It is now September 5th. I have all dlcs and i had this problem too. I found the problem.
It seems mods that "activate" upon game start kill the game. Not holotape or things that add to ur inventory on start up.
For me it was the one time patch that killed my game, a mod called "Settlement Limits Slashed". This mod down here.

What it is basically 2 console commands to update the settlement build limit to unlimited for all settlements. But rather than a bat file its a "patch" that "activates" when you load up your game for the first time after activating the mod. This must also be applying to new games started which kill the game since the patch has nothing to update when starting a new game.
Before i would start a new game with all mods enabled and all i would see is a black screen with the vault tech now loading icon in the corner and it would stay there forever.
With all my mods enabled and ONLY the "Settlement Limits Slashed" disabled i can now start a new game without issue.
Its not added holotapes that is the problem. I have several tapes added to me after i customize my first character in the mirror.
2 True storm holotapes
1 Outfit configuration holotape
1 Companion holotape
1 Holotime holotape
3 seperate "object [insert gibberish code here]" Added to inventory
All added to my inventory after making my character and stepping away from the mirror. None of which cause any issue.
None of these break my new game start up. I just now started a new game with all my 93 mods including ones that add holotapes to my new character who doesnt even know what a pipboy is yet. Everything is fine. The only problem mod that keeps me from starting a new game is that "Settlement Limits Slashed" mod.
When using the mod the first time in my existing 16hr game a popup window would pop up saying "patch applied" and it worked no problems, no fps drop rate or anyting, it only breaks new games.
Perhaps mods that add popup windows like that are the problem? Mabey its because the mod attempts to console command things that doesnt exist yet?
For whatever reason this mod is my problem mod. Mabey someone in the future will use this as a clue to what exactly causes this issue for other people who dont play with this mod but still have black screen infinite loading new game issues.
One thing is certain though it IS NOT added holotapes.
