So I One-shot a Super Mutant Behemoth
2 weeks ago @ around level 39-41 with a plasma sniper rifle headshot from sneak. On very difficult mode (right under survival). Is this to be expected? I was just trying to give myself a good headstart to the fight but ended up ending it. Anyone else find the npcs in the commonwealth to be too easy? I remember Fallout 3 overall presenting Behemoths in a much more intimidating way.

I'd prefer if every npc were legendary difficulty. The combat would feel so much more epic. Wouldn't be gamebreaking to loot "take 10% less damage from mirelurks" pieces more frequently.

Also I don't know if npcs are more difficult on survival or not.
(I'm currently not playing survival because I don't have enough time to commit to this game to play without fast travel lol. But I will in a new game probably after I've eventually explored every quest and area.)

So to reiterate the question: Anyone else find the npcs in the commonwealth to be too easy?

Survival actually increases the damage across the board, so while you die faster, so do a lot of enemies.

The problem core to the way the game is designed; it's really really easy to build a character that can one-shot literally any enemy in the game. The sneak-attack perks just stack too well. To avoid it, you have to self-nerf and not take the stealth perks.

Unfortunately that was without any sneak or luck perks whatsoever. Just 4/5 non-automatic rifles. :steamfacepalm::tcry:

i never experienced something like that.. ill i got are bullet sponge enemies that take 500 bullet to bring down. then again i never put more then one point in weapon perk . could be my problem.

If you're using a legendary plasma rifle yes that's to be epected, otherwise no... there is a glitch where sometimes bumping into certain objects like cars will instantly kill any npc and even the player, maybe it was caused by that. Cause by the car being a very heavy movable object.

If you do not place severe limitations on what you are allowed to use then FO4 is even easier than FO3 and NV. Even with noteworthy levels of restrictions, by the time you hit level 20 there should be very few things that pose a genuine threat.

By the way OP, I don't think Legendary enemies are any tougher than normal if you kill them in one shot.

I don't think the behemoth was technically legendary. Usually says "legendary" somewhere if an npc is legendary. I guess you could say giant npcs are just legendaries baseline but I've never one-shot an npc with "legendary" in their name. Have you one-shot a legendary?

Would be so cool if they could implement customizable survival mode with a check list of what you want turned on or off. Like for example I would enable fast travel, enable food necessities, enable blah blah

My sneaky sniper fully tricked out, can oneshot legendary mutated deathclaws.. At somepoint if you min/max correctly you can one shot anything in FO4.

That bit was replying to your comment on wanting all enemies to be legendary difficulty. The virtual certainty of an early gamebraking drop would also make the game even easier than it already is!

And yes, one shotting legendaries is a routine occurence.
Even without no perks whatsoever, and on survival, a standard calibrated sawn off will drop the legendary versions of razorclaw mirelurks, feral ghoul reavers and super mutant skirmishers with a single crit headshot, i've not seen any tougher legendaries so who knows what else it can kill. Upgrade that thing to a powerful calibrated receiver and normal deathclaws and mirelurk hunters keel over after one hit too...
Crits, sneak attacks or even the raw firepower of some weapons (espeically legendaries!) will one shot a lot of the legendaries you come across, even without damage perks.

Even when you do fail to kill in one hit, a sniper rifle at long range, an automatic sniper or a VATS sequence with a weapon modded for high damage/AP cost ratio will melt most legendary things extremely quickly and with minimal effort.
