Jet also helps when Sniping multiple enemies imo.
Trying to use VATS at soem common sniper ranges will give minute chances of hitting without the use of crits while holding alt while scoping will give someone with a half decent aim 90%+ chance of headshotting at those kinds of ranges...

if you cant snipe without any of the perks and just the base sway with no crouch modifier or anything, you just ♥♥♥♥♥♥♥ suck, if you still can't with all those things you should just uninstall, you're probably complete garbage at any fps ever
As for the OP, then you shouldn't play New Vegas, sniper rifles required strength in that game to use or the crosshairs will go bouncing off the walls.

key position alone makes it an issue.
so much of an issue that my hold breath key is assigned to a freekin pedal... (dont ask).
so,,, esp instead it is then..
(besides,, ive got tons more custom weapons that all still sway like normal, so happy days).
i know theres a key remapping mod but i dont use it.
