Edit - You can actually store everything and anything you want in the workbench. Armor, weapons, junk etc and it only scraps stuff that is actually scrappable so your safe.
Even as a level 30 with Scrapper II and Local Leader II, I frequently find situations where it would be extremely helpful to have a faster method of turning junk into scrap, but alas, there is no faster way without mods.
Scrapping stuff in bulk is largely unnecessary. Dump your junk in the workbench and it'll get broken down as needed. You have to scrap weapons and armor manually, but you can do that in the weapon and armor workbenches really easily.

Clothes have to be dropped to be scrapped at first unless you get a certain build option from doing the railroad quest line then they too can be scrapped on the armor workbench.
Even with mods, There is no script function to break down junk into components. The only function is the one used to create modifications at a workbench to armor or weapons, It consumes materials for the mod and the remainder is broken down into components. But there is no way to just turn your entire junk inventory into components.
Someone has already requested the needed function to be created, Who knows of they will. The only other way would be if F4SE could add it.
Setav 349 and setav 34B are the console commands to increase the settlement limits.
As for the scrapping, It is kind of a useless request. For one if you scrapped anything you pick up immediately your weight would be greatly reduced (cheating?) Really the only point is to satisfy the OCD that many of us have.
I found a really long winded way to do it. First the script needs to find what scrapper perk you have, then scan your inventory and get count of all the junk, then remove all your inventory and add the components manually.
Sounds easy enough but it is probably a few hundred lines of code to turn a toaster into some springs... VS a function which could probably do it in 10-20 lines of code.
If you're not opposed to mods, that is.

I totally agree. Now with the survival changes it is needed even more. Especially when trying to set up the new settlements.
The size bar for a settlement does not really matter for anything except how much you can build in it. If you are worried about it growing or looking empty (as many of mine did) then scrap all armor and weapons via a benches. The misc junk items do not add much (some add nothing) to the budget size.
Just dump them in the workbench as is. Items will be 'scrapped' automatically as their components are needed.
Until the GECK is released, and someone does an update to one of the FO3/NV mods, we are not likely to see any 'recycling' stations.
