Tip on Graygarden & FInnch Farm, beware the elevated motorway!
Many folk don't know that both Graygarden and Finch Farm have a BIG problem:
the elevated motorway above them!
Settlers can spawn up there and not get down, also , the area up there CAN be used! :)

Using the ladders with top/bottom piece, you can builld up to there, jump across
now find a suitable spot, build a Shackroof, the one that's double thick, floor/roof
from that, build staircase back sown that's neat
now you and settlers can access theupper area!

note it's VERY useful for putting turrets up there to fire down on a huge area below

CAUTION!
ever noticed how sometimes when you zone near an elevated motorway you can see cars falling form it?
As it "pops" into existance sometimes the game engine screws up, and things flal though!
just like settlers can fall through elevated floors or into the foundations in multistorey buildings or those with concrete foudnations

so, if you build up there Id STRONGLY reocmmned putting generators and turrets on wooden floors
and also, cover any holes with floors, in case you fall down ;)

note to folk, sometimes settlers WILL NOT teleport down form up there, I've seen it.
5 ot 6 of them just stuck up there doing nothing and happoiness goes down because they cannot link to job, water/bed

So that staircase works well with Finch Farm? I'm having trouble with mine. Thanks.

For Greygarden I have a couple extra ladders.

THey mostly just use the one that goes up from left to right and avoid the double stair. But in the morning when they come down they do use the double stair, 26 beds up on 2nd level. The far back stair is pretty much useless, I just needed it when I was building.

I have to find a place for my scavenger stations though, they are on the bottom and the scavs just kind of stand near them for some reason.

I want to try out the new concrete stairs too since they have rails.

You also have to be careful building things on cement platforms and using the "floor to ceiling" wooden stairs. They can spawn in packs under the stairs and after a while you notice your settlers are nowhere to be found.

I've never had any problems with settlers spawning on the overhead freeway at either of those locations. Mind you, my Graygarden is pretty sparse, with mostly just the robot gardeners as settlers. Finch Farm has never had problems with the freeway so far.

I put a 6 storey elevator (from a mod) going up to the freeway at Finch Farm. Not sure why.. just for the hell of it really. I don't intend to build up there.

yeah that's wjhy I always use soild floros and single ladders
the "floor and eceling laddder" does indeed soemtimes cause them tospawn udner it in the void below :/
however it's a very useful piece for aligning floor sections below/above neatly, purely as a tool, not something to be kept in the settlement so I just save it to the workshop when done using it :)
like stacking concrete blocks to fill in the gaps at the Castle

I've built on the raised highway in both those locations - my aim being to make it my private area for storing stuff. As Bethesda didn't seem to bother with any pathing AI, NPC's simply warp there while I'm away.

I've made locations that are Jet Pack access only, yet I wake to find myself surrounded by teleporting settlers using my crafting benches. I've even made totally inaccessible locations - floors, walls, roof but NO way in - only to hear talking from behind the walls as a settler has gotten in there somehow.

So, while we've been given some fun locations to build in, the crap NPC pathing AI sorta ruins things. I've had followers standing on a flat bit of floor complaining they cannot get to the neighbouring (snapped) bit of flat floor! It's a little silly at times, but sorta explains why Bethesda implemented their "Quick, the player isn't looking...teleport NOW!" logic :)

Same here. Never had any problems with people up there.

I didn't do the elavator thing (no mods ever), but I did build a staicase like the guy that posted first did. Since I have Automatron though, this time around I'm gonna fill the settlement full of Handys and Sentry bots. People are so useless in the game now.

But I think building a little house or crows next on the freeway would be a good use of it. Maybe even have a safe hidden along the freeway somewhere.

I suspect until the player builds something that an NPC can interact with on one of the elevated highways, you'll never get a problem. Once you have any crafting stuff though, NPCs will warp there.

I have stairways to both my elevated locations now, however no follower or Settler can navigate there if I'm around, even if ordered manually, given waypoints etc. I.e. I order them to walk to the first raised platform at the top of some stairs and they navigate to the point on the ground under that location. NPC's getting to these places always happens when the player isn't around or during sleep.

Still, it's not a huge issue. Sure it breaks that precious "immersion factor" and it is annoying to find all your Stores unmanned as the assigned Settlers have wandered off, but I largely ignore it now. Basically I do not make such locations my home base.
