Vault-Boy, the mascot for Vault-Tec, designed in classic 1950s cartoon/advertising style. Designed by Vault-Tec to be reassuring, so that people would want to find shelter in the vaults, believing them to be safe and "wholesome" places to raise their families in the event of nuclear annhiliation.

Yeah if you are refering to the Vault-boy, he, (or she wink), is just the mascot to whom people can feel reassured by - like stated; a mascot of Vault Tec. Often depicted as an avatar of you, the player.

Though, sadly, Bethesda seems to have forgotten that the Pipboy is not a Vault-Tec thing (its RobCo) and has its own mascot - Pip Boy, the red-headed dude in this picture.

They probably thought it would be too confusing to keep. I've already seen people refer to Vault-Boy as "Pip-Boy" as it is.

I'd say that Vault-Tec had an exclusive contract with RobCo to make them specifically for their vault experi .. dwellers.
