Report a translation problem
There are mods that increase the size limit you can dl though if you don't want the hassle of the above workaround.
Go up to the workshop in the settlement, open the console (default is tilde ~ key)
Select the workshop bench (click on it)
Type in (without quotes)
"getav 349"
"getav 34B"
These are the current max numbers of default polygons/items that contribute to the build limit. Next type in (without quotes):
"setav 349 ###"
"setav 34B ###"
Replace the ### with a larger number than what you got with the getav command to increase the size limit of the settlement. Try not to set it too high, increasing it by half it's amount is usually good, then you can always up it again later if you need to.
I've read there's possibility of happiness bugs if you set it too high but haven't seen it myself. Obviously settlements with increased size may have performance issues if your rig isn't quite up to standards.
I think the reason for this may be the developers figuring how much load on the system the settlment already has. Some parts of the map have different performance than others, so the high load areas have low settlment building limits (created by half filling your limit bar before you built a single thing).
