Just do the basic stuff at Sanctuary because there's better places to build. Sanctuary has weird build lines around some of the houses that you can't remove unless you use mods.

Starlight is flat and open
Spectacle Island is huge
Egret Marina and Sunshine co-op already have usable houses and the build lines are better
Red Rocket is good for a personal base

Well do the tutorial missions that Sturges gets you to do to get a start and a clue. Then start building the advanced versions of those basic things. Also another good start is to move the chemistry station from behind the house to near the house with the workshop and other workstations for better convenience.

Another good thing to do is have a walk around the buildable area and get a good idea on a power line layout to cover all the main buildings from the river to all the structures and start building power pylons and wire them to a generator. Enemies attack from vault 111 bridge, front bridge and to the north of the settlement. Think of fences and defences. Actually start on that by going around and repairing all the fallen white picket fences around the backs of houses. Most of that work is just picking them up and repositioning them.

Sanctuary is good for learning how to build and what parts snap together. Just tear stuff up and try out all the different items. Remember you can use "Tab" to store an item in your Workshop instead of using "R" to scrap it. This will help you immensely while you are learning. Less junk needing to be scavenged is a good thing.

Go through the whole settlement and scrap everything that can be scrapped, with the exception of the various crafting stations. Those are a pain in the ass to rebuild since you need Local Leader rank 2 + the perk associated with that station. Can be a heavy investment in points if your build isn't geared towards settlements.

After that, play around and see what works for you. Everyone builds differently, and you might find something you love and want to expand upon. If you are playing with no mods, the wooden floors are your best bet for "leveling" areas to construct on. Just be patient when building, sometimes the snap points suck to get right. It's quick experience though, so you will level up decent early game just from building up Sanctuary.

If you decide to play survival mode, i would desert it and concentrate on settlements in better locations. There is little up north. It is a nice place to learn how to build a settlement and gain xp. There is a lot of wood and metal, so you can build a lot of walls and such. When i do build in sanctuary, i like to use the far corner near the tree at the back of the settlement. I build right before the slope of the hill. I like the view. And it is easy to wall in.
