Something weird in Milton Parking Garage (spoilers alert)

If you remember Milton's garage, it's a big multilevel parking near Fallon's store and Milton general hospital. It has a very interesting labyrinth that is fun to resolve. At the end, there are two cages with valuable stuff. You can choose only one because the other will explode when you open the door.
This is the scond time I go there, but now I found a new twist. Cricket that skinny merchant is in one of the cages. The less valuable one, to make it interesting. First thing I did was buy Spray and Pray from her. Now the dilemma keep the less valuable contents and Cricket, or kill her and get the more valuable loot.In the end I think I can live without the loot but it's a pity, and let her live. I kind of like her and merchants are scarce enough to be an asset. However, I would like to know is this something that can happen normally or just a glitch? If intentional it does add a couple of tons of interest to the choice.
