And yes it counts as an addiction.
A *junky* legendary effect adds the 15% modifier per addiction. In F04 Vanilla, there are 6 main addictions which also encompasses their combinations and variants created at chemistry workbenches: Med-X(1), Psycho(2), Buffout(3), Mentats(4), Jet(5) and good old fashion Alcoholism(6).
If each addiction adds 15% of the base damage of the gun, and in this scenario we're using the aforementioned upgrades, 15% of 39 = 5.85 additional DPS. 30% of 39 = 11.7 additional DPS. 45% of 39 = 17.55 additional DPS. 60% of 39 = 23.4 additional DPS. 85% of 39 = 33.15 additional DPS. And obviously 100% of 39 is 39 additional DPS. If however, you are playing survival mode and acquire a dark craving debuff by cannibalizing bodies, and allow yourself to go into the hungry stage of hunger, you will get 115% of 39 which equals an additional 44.85 DPS.
Keep in mind however that 6 addictions in this instance will also equivocate to a massive loss of the benefits that SPECIAL statistics provide in combat, and you will most likely face diminishing returns if actively attempting to maximize the potential of a *junky* effect on a weapon, and will probably only break even in terms of damage output using the weapon in question.
