Missing Textures in Parkview Apartments

So I entered Parkview Apartments on a Railroad quest and I immediately noticed huge swaths of walls missing and instead there is just a trippy white void.

This is the only location I have encountered this issue at.

I have already verified game cache and nothing was missing. I have also tried loading with 0 mods active. Still an issue.

I am not using any mods that would affect this location specifically or buildings in general. I perused through my textures folder just in case and found nothing potentially suspicious.

A part of me wants to just pray this is the only location affected (it is rather small and not very noteworthy) and move on but the perfectionist in me just can't abide a major bug like this.
