How tf do I get out of Fort Hagen??

So I feel really dumb, but I just finished Reunions and I can't find the way out of Fort Hagen. I've been walking in the same couple rooms for almost an hour, and it's hard for me to describe exactly what I've been looking at, but here's roughly where the marker has directed me:
There is a stairway in the room you fight Kellog to the left (when you first enter the room and are facing him) that leads to a hallway (locked off from this room). When I got to that hallway there is a door that you can see the marker from the window from, but this door doesn't open! I haven't even been given a locked option or anything.
