Do you have any mods currently installed?
Can you describe the issue a little more? Maybe provide some screenshots of what it looks like when you are trying to build these items?
Have you tried other settlements?
Hello, thank you for replying. Sorry if I was not descriptive enough.
Yes, I do have a variety of modifications installed on the game. It's mostly immersion mods like weather, retextures, new equipment and custom outfits, etc. This issue has been ongoing for a while, but now that I finally have time to really put effort into my settlements it's become a real issue.
Yes, I have attempted to build upon various settlements and receive the same results.
Unfortunately, for whatever reason I cannot seem to take a screenshot at the moment, the screenshot I take turns out blank (black) like if I were attempting to screenshot Netflix. I can only describe it. When landing on the item in quesiton (in this case, an armorsmith workbench it is transparent in the menu, and beside the materials (of which I have plenty), there's the science perk animation with a lock on it, saying "req rank 1". I am fully stocked in armorer perk, I have it maxed. So for whatever reason it is reading it as I don't even have a rank in it.

Make a save, remove all the mods and try again.
if it works then it's a mod problem and you get the joy of going through your 60 mods to find the conflict.
*trick, remove a third, then another third and so forth.
Also the only requirement to build the Armormrsmith Workbench is the Local Leader Perk at lvl 2

Probably you are mistaking perks needed to craft stuff with perks needed to build in settlements.
Sorry, I meant the armorer animation. Either way, it is locked and says it requires rank 1 in that specific area. When I go to my perk menu, I have all stars in it, maxed out.
I apologise but I don't understand that last part: "...mistaking perks needed to craft stuff with perks needed to build in settlements." It happens both in houses I've purchased and settlements I own. A lot of items that require certain prerequisites (like rank 1 in a certain perk) lock me out. Even crafting weapons, modding armor, or weapons. It will say I don't have the prerequisites to apply specific mods to items due to my lack of ranks in certain perks. But when I check these perks are either maxed or meet the minimum requirement. :/
Or do you actually have 3 or 4 stars over each PERK?
If you're trying to build things for the settlement - like structures, beds, food & water - you shouldn't need a lot of perks. When you hit "E" at the red workstation (not the armor, weapons or chem station), or if you just stand in the settlement and hold down "V", you should go into build mode.
If you are able to get into build mode you should see a "menu" of build icons for things like "structures", "power", "defense", "resources", etc. Are you not getting that far?
If you are getting that far you should be able to select one (for instance, structures). Then you should get a submenu. For "structures" you should get metal or wood and some other options. Keep selecting from submenus until you find something you want to build (for instance, a small shack). I think a list of materials needed should appear. If anything on that list is "grayed out" then you need to go find that item(s). Otherwise you should be able to build what you selected.
This may not be what you're trying to do. If so, sorry, I wasn't sure from your original post.
No, my SPECIAL skills are not maxed out. Perks like "gun nut" or "science!" are though. These perks are needed when modifying weapons or building certain structures like special turrets or crafting stations. For instance, one structure under crafting said I needed a 1 rank in "science" and I have all my ranks in that perk.
So despite this it still is not allowing me to build those structures or modify certain aspects of weapons or armor.
I am attempting to modify certain weapons (energy weapons and baliistic) which have prerequsites that I meet, though it doesn't seem to recognise I have them. I don't know why. I worked hard for these perks too. I know how to access the build menu and the like. And as for scrapping materials I've more than enough.
