Absurd lighting glitch when in first person, shadows partially appearing on guns/hands.
When I face West, for some reason, even when completely enshrouded in darkness, either my character's hands or the bottom/top of their weapons are incorrectly illuminated. Has anyone ever had an issue like this before? It cropped up for me yesterday after hours upon hours of play without this bug. I can't for the life of me figure out what's causing it, and no amount of shadow tweaking or cache resetting or uninstalling/reinstalling is fixing it.

Should probably not just go off on people for making lighthearted jokes. Even if you are seeking answers specifically, it isn't a way to handle it.

You know what? You're right. I apologize, it's just been an incredibly frustrating few days, what with the patch that borked the game, then this lighting issue, I was in a short mood.

Now, the specs;

CPU Intel Core i5-4690 3.5GHz Quad-Core Processor

OS is Windows 8.1.

Well it's been a while since I've used an AMD graphics card. Check your Radeon control panel (or whatever it is called now) and make sure you are giving full control of rendering settings to the individual applications. If you haven't updated your drivers that could also fix some issues if there is a stable one available.

What have you tried to do to solve the problem so far?

So far everything in my control center checks out, don't have it forcing anything except for what the application specifies. It's especially baffling because it occurred in the middle of a session, rather than how these things usually happen when mucking around with an ini or load order. So far, disabling all of my mods hasn't fixed it, neither has resetting my ini/graphics settings, and even a clean install hasn't seem to of done it. My drivers are up to date, and I hadn't JUST updated them before starting that session so it seems odd that the issue would crop up now all of a sudden.

Oh, is your card stock, or do you have an overclock running?
Have you tried seeing if issues persist at lowest and highest settings?

I had the same problem in ARK because of my AMD. AMD eventually patched it in a driver, but it didn't completely remove the issue, it just made it less prominent. I've had a ton of issues using an AMD card, not because it's bad, just because developers refuse to support it properly. RAGE and Wolfenstein were an absolute nightmare on my AMD. Fallout 4 has been pretty smooth, but i imagine only because it's a high end AMD. Although i am worried it's suffered heat damage through this hot summer (the 295 X's run quite hot anyway, they're built that way because of the materials) I had some NPC shadow flickering in my last game months ago and i think i just turned them off.
