2. Click power armor so ID shows at top of console
3. Type player.moveto <type ID for power armor shown at top of console>
i.e. player.moveto FE0019EE
The cutscene ends and you're inside the power armor.
If you are running the game over 60 fps you WILL run into problems, including lock picking and other odd behaviors. Capping it to 60 allows the game's code to process correctly. While there are mods or tweaks you can use to go higher, it's generally not a good idea.
