Need help with the The Hold Out quest

I cant start it, mitch wont ask me, only has the barter options and the fog drives you to madness, what do I do?

Many of the quests to help far harbor seem linked to the progression of the main dlc quest, how far have you progressed there?

Hehe! Yeah I just finished that quest and started The Hold Out.
I just wasn't patient enough!
